Deep Tennessee dialect, I think. Now you know how we Americans feel when we hear some of the local English variations, Chip ;-)
I once visitedg the Jack Daniels Distillery in Lynchburg, Tennessee. The guide spoke in such a strong local dialect that half the group was constantly asking the other half, "What'd he say?" It was great fun.
BTW, if you click on the youtube logo, you can find many more of their "Red State Updates." Some of them are hilarious (and not safe for work).
